Shooting an Elephant

An 'enemy' is defined as an opposing military force.
In this case, the Burmese were the opposing force as they passed rude comments and hooted insults at George Orwell to let him down. While Orwell himself hated the British for forcing him to live in Burma and control the people. The Buddhists were also an opposing force as Orwell was baited by them and he further describes them as the "worst of all".
